They acquire these properties through various means, including mortgage defaults in the case of VA homes and drug seizures by the DEA. To encourage investors to take these properties off their hands, they often offer low interest loans and/or no money down. Surprisingly, you do not even need to be a veteran to qualify for VA loans or VA homes.
